The Knox County Council has approved a preliminary resolution tied to a proposed solar and battery storage project in southern Knox County.
The resolution concerns an economic development agreement with Iona Solar LLC for a proposed $800 million project in Harrison township. During its meeting, the council approved a preliminary resolution designating the project area as an Economic Revitalization Area and establishing a proposed 10-year tax deduction schedule for both real and personal property associated with the development. The resolution states that Iona Solar plans to make significant investments in real estate improvements and equipment related to commercial solar energy generation and battery storage. It also states that the council reviewed information submitted by the company, including Statements of Benefits and projected investment figures, before making its determination.
Following the reading of the resolution, Council President Mike Morris and District 4 Council Member Rich Chattin commented on the scale of the proposed development. Morris said the project represents an estimated $800 million investment, including both the solar field and battery storage components. They emphasized the company is not seeking a traditional tax abatement and that revenue generated through the agreement would still provide funding to local taxing units while also contributing to county resources for future capital projects.
Morris and Chattin said the project would provide additional funding for local governments, schools, parks and fire departments. The council members also said county officials and public safety agencies have been working with company representatives on training and informational sessions related to solar and battery storage technology.
Council members also commented that the vote was only one step in the approval process. Morris said additional hearings and opportunities for public input will take place in the future, including review by the Knox County Area Plan Commission. Chattin noted that construction remains several steps away. Any construction would not start until 2028 or ’29.
The council approved the preliminary resolution on a 6-0 vote, with Councilman Kevin Meyer abstaining.
According to the Knox County Coalition for Safe Solar, the proposed Iona Solar project would encompass approximately 3,000 acres, affecting 17 miles of road frontage and 73 homes. Roads identified by the group as being within the project area include State Road 241, Hart Street, Middle Hart Street, Monroe School Road, Shouse Road, Hickory Corner Road, Hamlin Chapel Road and Christmas Road.
